Nikolin Vangjeli, City Clerk

The City Clerk is elected by the City Council and is the keeper of the City records entrusted to his/her care. The Clerk, when requested, attests to the validity of City records. These include records of birth, marriage, death, residency, ordinances, City Council actions, voter and business registration and many others.

Clerk of the City Council

The City Clerk acts as the Clerk of the City Council by preparing the agendas for their meetings and those of the Standing Committees of the City Council. The Clerk's signature is required for all actions of the City as to orders, ordinances and appropriations.

Elections

The City Clerk provides operational and administrative support to the Board of Election Commissioners and is the City's primary election and voter registration official.

Marriage Intentions

All couples planning to get married must file a marriage intention with the City of Worcester. After completing the marriage intention process, the couple must wait three (3) days before a marriage license is available. At that time the license must be picked up in person and given to the wedding officiant to be completed on the day of the ceremony.

Dog Licenses

The City Clerk issues licenses to individuals who own or keep a dog in the City of Worcester. A dog license is like an ID for your dog. If they ever get lost, having a license increases the chances of being reunited.

Business Certificates

Business Certificates must be filed by any person, persons or corporations conducting business in the City of Worcester under a company name. The certificate is valid for four (4) years from the date of filing. Certificates are renewable thereafter.

Lobbyists, lobbyist entities and their clients must register with the Worcester City Clerk's Office each year. To keep the trust of our citizens, we need to be able to give them access to information about those attempting to influence the City's decisions.

Filing a Claim

Generally, the city is liable only for specific acts of negligence in responding to dangerous conditions, not for the dangerous conditions themselves. Claims involving streets (potholes, etc) must be filed with 30 days of the incident. If you believe you meet the legal criteria for a claim against the city, you can file a claim.

Conflict of Interest

The conflict of interest law prevents conflicts between public employees' private interests and their public duties. The law places restrictions on what public employees may do on the job, after hours and after leaving public service. In certain situations, it may be possible for a public employee to get an exemption to the conflict of interest law by filing a public disclosure form.
