WHERE WE ARE LOCATED
The County Treasurer's office is located in the Roseau County Courthouse in the Room 140 Office Suites.
WHAT WE DO
The County Treasurer is an elected position within Roseau County. The treasurer is responsible for the accounting of all monies collected and paid by all of the county departments in Roseau County. This includes investments of all surplus county funds. It also includes maintaining of county bank accounts.
The Roseau County Treasurer is custodian of all vital statistic records within Roseau County. To learn more about vital statistics please visit the Department of Health website.
The department prepares and mails approximately 13,000 tax statements for real estate, personal property and mobile home taxes per year. The department is also responsible for the collection of these taxes and distributing the collections to the various taxing entities of Roseau County. You will be mailed your Real Estate and Personal Property tax statements in March of each year. You will be mailed your Mobile Home property tax statement in July of each year. One tax statement is sent per year.
DUTIES
All Current and Delinquent Real Estate, Mobile Home, and Personal Property taxes for Roseau County are collected in the Treasurer’s office.
Mortgage Registration and State Deed Taxes are paid in the Treasurer’s office before filing of documents. Mortgage Registration and Deed Tax is required on most Mortgages and Deeds before filing of documents. Rates of Mortgage Registration and Deed Tax are set by the State of Minnesota and are as follows:
- Mortgage Registration: .0023 times principal debt
- Deed Tax: .0033 times purchase price

BIRTH CERTIFICATES:
All certified Birth records within Minnesota for births occurring from 1935 to the present can be obtained in the Treasurer’s office if you can provide Tangible Interest. Births occurring previous to 1935 may be able to be issued if you can provide Tangible Interest. Click to download the Birth Certificate Application for Roseau County.
DEATH CERTIFICATES:
All certified Death records within Minnesota for deaths occurring from 2001 to the present can be obtained in the Treasurer’s office if you can provide Tangible Interest. Deaths occurring previous to 2001 may be obtained from the county in which the death occurred. Click to download the Death Certificate Application for Roseau County.
MARRIAGE CERTIFICATES:
All certified Marriage records within Roseau County for Marriages occurring from 1895 to the present can be obtained in the Treasurer’s office. MARRIAGE APPLICATIONS:
Marriage Licenses may be obtained in the Treasurer's Office. Both Bride and Groom must appear to apply for a Marriage License. Marriage License fee is payable at the time of application. You can also complete and submit an online application at https://moms.mn.gov/application/welcome and follow the instructions on the Minnesota Official Marriage System website.
Notary Public Licenses are recorded in the Treasurer’s office. You must register your signature to record your Notary Public License. Recording fee for Notary Public Commissions is $20.
Ordination Documentation is recorded in the Treasurer’s office. Please provide the County Treasurer with a License or Documentation to perform marriages.
